L24.6-p4 tag

Includes the following additions:

1) 'dummy functions' patch is for solving turn on/off wlan interface.
It returns success once the SD card is detected on MMC4 and MMC5

2) include line in "int-l164.h" file.
This asm-generic/bitsperlong.h is required for asm-genric/types.h and other files to find out whether it is running on 32 or 64  bit platfrom. So we changed it to asm-generic/bitsperlong.h as it is required to build wpa_supplicant.
