Non-compiling version of ccan_depends by default.
Note that this gets a superset of dependencies, eg:
rusty@vivaldi$ tools/ccan_depends ccan/check_type
ccan/build_assert
rusty@vivaldi$ tools/ccan_depends --compile ccan/check_type
rusty@vivaldi$
